The council–manager government is a form of local government commonly used for municipalities and counties in the United States and Ireland, in New Zealand regional councils, and in Canadian municipalities.

In many countries, a mayor is the highest-ranking official in a municipal government such as that of a city or a town. Worldwide, there is a wide variance in local laws and customs regarding the powers and responsibilities of a mayor as well as the means by which a mayor is elected or otherwise mandated.

Mayor–council government

A mayor–council government is a system of local government in which a mayor who is directly elected by the voters acts as chief executive, while a separately elected city council constitutes the legislative body.

City manager

A city manager is an official appointed as the administrative manager of a city in the council–manager form of city government.

Chief executive

The Chief Executive of a city or county is the senior permanent official in local government in the Republic of Ireland. Whereas the county council and city council are elected officials who formulate policy, the chief executive is an appointed official who manages the implementation of policy.
