Unfortunately, this is a limitation of the Zotero PDF reader, which is based on PDF.js. If you zoom in too much, it has to reduce resolution.

The Zotero PDF reader is so good in its simplicity and snappiness, I just want to be able to click a PDF file on my PC and have it open on Zotero.
