My car is bouncing off of 5500 rpm under wot. It will not allow for transmission to shift gears, or will it pass 5500 rpm.

Redlining at 5500rpm/engine cutting out at 5500rpm

The car seems to be redlining at 5500 rpm. When I hit 5500rpm it just drops to like 5200-5300 then goes back up, as if its hitting a rev limiter.
